Summary, etc La atención de esta sesión se enfocó en las causas y consecuencias de la evidente debilidad institucional que caracteriza a tal sistema. Aunque las causas son múltiples y complejas –relacionadas con la propia naturaleza del sistema político, el fuerte presidencialismo imperante, el régimen electoral, la débil organización y participación social, así como una incipiente cultura democrática, entre otras- fueron analizadas aquellas causas que tienen que ver con la naturaleza y finalidades propias de los partidos políticos.
